Park Trail and Open Space Master Plan



The City of Heath Park Board recommended authorizing the Mayor to execute a Professional Services Agreement with la terra studio, inc. for the City of Heath Park Master Plan. The City Council approved this action at its May 23, 2017 meeting.

The city-wide Park Master Plan will include a comprehensive assessment of the existing parks, facilities, and trail system; including its ability to respond to the recreational needs of the community and recommendations and priorities related to future park, trail and open space needs. The preparation of the plan will include a public participation component. (Which was hosted on August 31, 2017, at the Hidden Creek special event center.)

How the Consultant was Selected:

The evaluation process began with sending a “Request for Qualifications” to six qualified firms with experience in park master planning. The evaluation of the “Statement of Qualifications” was conducted by a committee made up of three staff members and two members of the Park Board. Four firms responded to the request. The committee selected a short list of 3 firms. The three firms interviewed with the committee.

Presentations were limited to 45 minutes. After the interviews-presentations, the committee selected la terra studio, inc., based on the original RFQ score and the score for the interview/presentation. la terra studio was requested to submit a detailed proposal to the City based on the scope of work prepared by the staff and Park Board representatives as well as additional discussions with the City staff.

Scope of Work:

In presenting the Park Board’s recommendation at the May 23 City Council meeting, Chairman Mark King explained the study with an “Is, Means, Does” approach.

“This IS an action plan, not a study,” he said. “It MEANS an action plan that is demand based, needs based and resource-based. It DOES give true direction relative to parks, open space, and trails that is in line with current needs and future growth, and it will help put us on that track.

Specifically, the Master Plan will make recommendations for:

  • Goals and policies
  • Future land acquisitions (if needed)
  • Capital Improvement items for both existing and future parks, trails and open space, with budget estimates and a prioritized timeline
  • Funding options
  • Review of current subdivision ordinances

“The process will involve citizens in concept and design, and will keep citizens informed through a variety of channels, such as social media, to ensure there is general awareness and transparency about the project,” King added.
