City Council Meeting Recap - 02/24/26 Speaker: Heath City Manager Steven Alexander Hello, I'm city manager Steven Alexander, and I'd like to share the highlights from the February 24th City Council meeting. Starting with the change to the irrigation watering schedule. The city council subcommittee on the Water Bridge plan, led by Mayor Pro Tem Scott Dodson, provided a recommended change to the twice per week watering schedule to incorporate Sunday as a watering day. This change is anticipated to better distribute water use throughout the week and help manage, particularly during summer months. The city's water supply of 6.5 million gallons per day. Going forward, customers located in the yellow zone on the map will be able to water on Tuesdays and Saturdays, and customers located in the pink Zone will be able to water on Wednesdays and Sundays. The rest of our customers remain unaffected by the change. The updated schedule will be posted on the Water Wise page of the city website. It will be distributed through all of our communication resources, including social media, emails, the newsletter and the TextMyGov text notification. The committee also unveiled a long term conservation and education program that you will be hearing more about soon. Also at the meeting, council approved a resolution authorizing the city to apply for a grant through the Texas Parks and Wildlife in the amount of $150,000. The funding will be used towards a donor garden within Towne Center Park to recognize contributors to the parks and trails of Heath path. Fundraising program and make improvements to the restrooms located in the park. The city council also approved two new operating policies, with one addressing how donations to the city will be handled and the other providing direction on the renting out of the city's community room. Having policies such as these in place facilitate consistency, transparency, legal protection and promote alignment with city goals. The timing of the donation policy was ideal as Council approved the sponsorship and use of available funds from the PATH fund for the construction of an outfield fence on the baseball field and Towne Center Park. We're excited about this added amenity, and know that those ballplayers who can now hit an over the fence, out of the park home run will be as well. As noted in past videos, the city established a parks and recreation department last fall under the supervision of Assistant City Manager Chelsey Gordon. And as you can see, a lot of great things are happening. At the meeting, council approved a preliminary plat for the Savannah Acres Addition, a 22.36 acre tract of land located at the northeast quadrant of the intersection of Lawrence Drive and FM 549 east of Heath drive. The property is zoned for residential, requiring a minimum of one acre of land per home. The applicant's plan includes 18 single family residential lots. City council also approve the Heath Economic Development Corporation's plan to raise the EDC owned house at 217 Lawrence Drive and remove certain outbuildings and the swimming pool at 305 Lawrence Drive. Safety, liability and maintenance issues were supporting factors in this decision, as the HEDC HMBC explores long term uses for the properties located in the heart of the Towne Center overlay district. You may recall that the HEDC purchased these properties in 2025 to preserve over 24 acres of open space, and the opportunity to promote distinctive commercial development that meets the vision of Heath as an upscale, premier outdoor recreation lifestyle community and expand the city's sales tax base with businesses that fit this vision.
