City Council Meeting Recap - 03/10/26 Speaker: Heath City Manager Steven Alexander Hello. I'm City Manager Stephen Alexander, and I'd like to share highlights from the March 10th city council meeting. During the meeting, the City Council considered 3 fence variance request holding a public hearing for each. The City's fence ordinance sets out specific esthetic standards for our community, but allows for a variance process when citizens desire to construct a fence that does not meet the ordinance requirements. After careful consideration and deliberation on the request, the variances were not allowed. At the meeting, Council approved multiple quotes to the TIPS purchasing cooperative authorizing Boardwalk Paving to continue street repairs throughout the City. To date, 45 projects have been completed during the Fiscal Year 25-26 budget cycle, with 18 more planned. As a separate item. Council approved a contract with Crete Works, LLC in the amount of $99,813 for repairs on Willow Springs Drive. Over the past two years, City staff have documented that the small bridge on Willow Springs continues to settle. Minor repairs have been made to improve drivability, but they have not address the root cause of the settling. The work to be completed by Crete Works is expected to return the bridge to its original state and address the settling issues. Once done, City staff will begin the process of addressing the surface issues with the roadway. City Council also approved an administrative services agreement between the City of Heath and both the Heath Economic Development Corporation and the Heath Municipal Benefits Corporation. These organizations look to City staff and resources to administer their operations. And the agreement formalizes the scope of services and terms for that support. During the meeting, the City Council discussed the process to amend the City's Master Thoroughfare Plan. The plan is created to anticipate long range transportation need within the community and guide the development of Heath's roadway network and coordination with land use, anticipated growth and the City's Comprehensive Plan. The Transportation Council subcommittee will begin reviewing possible amendments and will bring recommendations back to the council at a future meeting. Lastly, the Texas Water Development Board is managing the distribution of nearly $1 billion in state grant funding under a one time opportunity for cities and other water suppliers to use towards water supply and distribution facilities. City staff provided an update to the City Council on the plan. Pursuit of up to the maximum that Heath would be eligible to apply for, which is $15 million, and engage Garver Engineering to assist in completing the application process. If successful, the grant would provide significant state funding to help expand the City's water supply infrastructure. On another note, I would like to remind residents about the recent update to our twice per week watering schedule, which now includes Sunday as a watering day. This change will help better distribute water use throughout the week, and support management of the city's daily water supply capacity of 6.5 million gallons. Customers located in the Yellow Zone may now water on Tuesdays and Saturdays, while customers in the Pink Zone may water on Wednesdays and Sundays. All other customers remain unaffected by this change. The updated schedule is available on the Water Wise page of the City website. Finally.
