CITY COUNCIL RECAP – 10/27/26 Speaker: Heath City Manager Steven Alexander Hello, I’m City Manager Steven Alexander with an update from the October 27 City Council meeting and the progress being made on several important City projects. The meeting began with a proclamation recognizing October as Domestic Violence Awareness Month in Heath. Mayor Jeremiah McClure encouraged residents to work together to build a community where everyone can live safely and free from violence and fear. He also recognized the important work of Women In Need, Inc., which provides critical support and protection for victims of domestic violence. Council appointed Douglas Hartman as Chair of the Architectural Review Board. This board plays an important role in maintaining high standards for the appearance and aesthetic quality of commercial development in Heath. Assistant Director of Finance, Tracy Rosalies presented the monthly financial report, which is available in the online meeting packet. These reports help keep City Council and the public informed about the City’s financial position, including revenue, expenditures and budget trends. City Council also received an update from Chief Seery on the construction of DPS Stations 30 and 31. Both projects remain on budget and are on track to open next year. The City Public Works Director, Preston Jones provided an update on the City’s Water Plan which continue to move forward as we work to expand water supply and storage capacity. Construction began last week on the Water Well located along Governors Boulevard in the Heath Golf & Yacht Club community. The well will provide supplemental potable water to a new 1.5-million-gallon elevated storage tank that will also located at this site. Sound barrier walls have been installed to help reduce noise from drilling and construction, and the contractor anticipates completing the drilling phase within 90 days. Meanwhile, Water Well #1 at Towne Center Park is operating with a temporary pump and is expected to be fully online for the 2027 summer season. Two additional wells—one at the Fulton Elevated Water Storage Tank and another at the Rockwall/Heath Pump Station have received TCEQ approval and the City is currently seeking bids. During the meeting, the director of Engineering, John Hernandez provided an update on Hubbard Drive. The City continues to work closely with the contractor to complete this project as quickly as possible. Over the last couple of months, the work has required extensive coordination among the contractor, utility providers and City staff to address unexpected underground utility conflicts that were not identified in the original plans. While these conflicts have created delays in completing the project, City Staff continue to work with the contractor to identify ways to expedite the final phases of the project The first lane of pavement is expected to be completed in November, and City Staff are working with the contractor to provide better access to and from the shopping center located across from Larry Drive. We appreciate everyone’s patience as we work to complete this very important project for our community. Updates were also provided for the Hubbard, Terry Lane and McDonald trail projects as they continue to advance. We recently released a separate video highlighting these three trail projects, so be sure to check it out for more details. The Candlelite Fire Flow Improvement Project is now 70% complete, with final completion anticipated in December, weather permitting. Design work is complete for eight additional fire flow projects and City Staff will begin the bid solicitation process in the coming months. Under the FY 2026–2027 Street Repair Program, 22 projects have been identified for the funding available in this year’s budget. We will publish the project list and share updates on the City’s website and social media channels as work is scheduled. As always, if you have questions, please contact us at City Hall. You can also follow the City’s website and social media channels for the latest updates. Have a great week!
