City Council Meeting Recap - 05/26/26 Speaker: Steven Alexander Hello, I'm city manager Steven Alexander, and I'd like to share highlights from the May 26th City Council meeting. During the meeting, a public hearing was held in regards to an amendment requested by City Council to the city of Heath Master Thoroughfare Plan map that removes two previously proposed corridors located between FM 740 and FM 550. The request for removal was made by council, after receiving public input and discussion on the proposed widening of FM 740 at the April 14th and April 28th City Council meetings. Council unanimously approved the amendments. Another public hearing was held on amendment to the city's zoning ordinance to allow ambulance services as a conditional use in the SF 43 single family residential district. Council approved the text amendment to the zoning code. A public hearing was also held on a request from Timothy Wolfe of Rockwall County Emergency Medical Services for a conditional use permit allowing an ambulance service on the property located at 6834 South FM 549 zoned SF 43 Single Family Residential District. Recognizing the benefit to the city of having an ambulance service operating within Heath, City Council approved the Conditional Use permit with a review of the permit occurring at the end of five years. City Council also discussed and approved a site plan for a medical office building to be located on land zoned for a planned development with local retail uses, located near the intersection of Horizon Road and Jeff Boyd Road. The project is the first phase of a two phase project for the development. During the meeting, the City Council appointed members to the Heath Golf and Yacht Club Municipal Management District. The Municipal Management District was legislatively created many years ago to facilitate the construction and continued maintenance of the mixed use residential development. The Heath Golf and Yacht Club MMD is governed by five directors appointed by the Heath City Council to serve staggered four year terms. The Board of Directors must be Heath residents who own property in this community. The meeting also included updates from Chief Brandon Seery and Director of Public Works Bryan Creed on the many projects currently underway within the city. Both public safety buildings are currently underway and remain within budget. We are happy to report that Terry Lane is open, and city staff continue to work towards the installation of a trail on Terry Lane, to Terry Park. Progress continues on the water bridge plan, with a temporary pump being installed in the well at Towne Center Park to provide irrigation of the park during the summer. Other components of the water bridge plan remain under design, with construction bids currently being sought for the 1.5 million gallon elevated storage tank to be located along Governor's Boulevard. The fire flow improvements in the Candlelight Subdivision are currently underway, and remaining fire flow improvements needed in the city are currently being designed by the City Engineer. Hubbard drive continues to progress and is anticipated to be completed within the contracted time frame. City staff will be completing a final walk through next week, with the contractors for the Towne Center park to identify remaining items to be completed. Lastly, during the meeting, Finance Director Jay Ayers provided a few updates on some of the items that will be informing the ongoing budget development process for fiscal year 2026-27. This included items such as the preliminary property tax values and anticipated increases in the cost of water and wastewater treatment assessed by the North Texas Municipal Water District. July 4th will be extra special in Heath this year, as we recognize our nation's 250th anniversary and celebrate the grand opening of the newly renovated Towne Center Park immediately after the parade.
