CITY COUNCIL MEETING RECAP - 06/09/26 SPEAKER: Chelsey Gordon Hello, I’m Assistant City Manager Chelsey Gordon, and I’d like to share highlights from the June 9 City Council meeting. The meeting began with Mayor Jeremiah McClure recognizing the Boys & Girls Club for all that they do in our community and proclaiming June 22 through June 26 as Boys & Girls Club Week in Heath. There are two Boys & Girls Clubs within 10 miles of Heath, Texas – including an elementary and teen site – that serve more than 300 young people annually by helping them reach their full potential. We thank the staff and volunteers for this good work. Council approved an amendment to the City of Heath Master Trail Plan that was recommended by the Park Board. The amendment re-aligns a trail segment that was originally placed in concept along the lakeshore within Heath Golf & Yacht Club. After further evaluation, the proposed alignment was found to present significant challenges, including steep terrain, tree impacts, stormwater infrastructure conflicts, limited space on waterfront lots, and potential permitting requirements for construction within the lake. To improve feasibility and reduce impacts, the trail will now be built along Rosie Kate Drive, Canal Street, and Noe Boulevard, connecting to the existing trail network at Hubbard Drive. The revised alignment maintains connectivity, preserves lake views in select areas, and eliminates the need for additional permitting with the Army Corps of Engineers which significantly lessens the time to construct. The developer plans to begin building this trail segment in 30 days. Council also authorized the City to enter into an agreement with Valley View Consulting to provide investment advisory services as recommended by the Finance & Audit Advisory Board. Valley View will assist city staff in managing the City's investment portfolios in accordance with the Public Funds Investment Act, the City's adopted Investment Policy and its overall financial objectives. City Manager, Steve Alexander, also had the opportunity to provide an update on the budget process for FY 2026-27 including a strategic planning document outlining goals, objectives and initiatives that will inform the development of the Proposed Budget. This memorializes the items that Council is looking to us to accomplish with specific benchmarks -- KPIs -- to be able to assess our performance throughout the next budget year.
