Hello, I’m Assistant City Manager Chelsey Gordon with a brief update from the August 25 City Council meeting.

Council held a public hearing and approved an ordinance updating the City’s regulations for HUD-code manufactured homes.

This change is required by Senate Bill 785, passed by the Texas Legislature in 2025. The law requires cities with zoning to allow new HUD-code manufactured homes by right in at least one residential zoning district beginning September 1, 2026.

This law concerns manufactured homes as a type of housing. It is not related to the Section 8 Housing Program.

For Heath, the ordinance updates the existing MF-8 High Density Multi-Family Residential District to comply with the new state requirements.

Council also approved updated compensation and contracts for Municipal Court Judge Tim Hartley, Associate Judge Roy Stacy, and Municipal Court Prosecutor Paul Liston. We appreciate their service to our community.

City Engineer John Hernandez provided updates on several major projects.

The contractor has completed the roadway, waterline, and drainage improvements in Phases 1A and 1B of this final phase of the overall Hubbard Drive Improvement project. This includes portions of Larry Drive, which will reopen soon.

A temporary road is being laid for Phase 2, with a planned traffic switch on August 28.

The project remains on schedule for completion within the contract period ending in December 2026.

The City of Dallas approved the City of Heath’s request for an easement for the Hubbard Trail. The next step in constructing this important trail segment, which crosses the causeway, is to secure the easement documentation with the City of Dallas and provide it to the developer, who will design and construct the trail.

The Terry Lane sidewalk is heading into design, which should take approximately four and one-half months. The anticipated construction timeline is three months following completion of the bidding process.

The McDonald Trail, which will provide an important connection to the Stoneleigh subdivision trail, is also moving forward.

The City continues to make progress on the Water Plan.

Wells 2 and 4 are nearing completion of design, and bids for Well 3 were opened on August 25.

The Elevated Storage Tank is in the pre-construction phase, with completion still expected in May 2027.

The City has received conditional TCEQ approval for all three wells and has applied for a state grant to help fund these improvements. 

Staff is also working with our engineers to determine whether the well construction timelines can be accelerated.

The Candlelite Fire Flow project is approximately 50% complete, with construction expected to be completed by late December, weather permitting.

Design for additional fire flow improvements throughout the City will reach 30% completion by the end of this month.

This includes Twin View, The Moraine, Sunny Estates & Halford, Myer Road, K & K Subdivision, Kyser Springs Road, Dwyer Court, Serenity Lane, and Larry Road.

The new Public Works facility is nearing completion, with our Public Works and Parks staff moving into their new space within the next two weeks.

We are thrilled to provide our valued employees and the SCADA system—which is the brain of our water system—with a state-of-the-art facility that provides much-improved office, storage, and training space, as well as the accommodations needed during around-the-clock incidents, such as weather response, that they face in their work.

Council also received an update on the new, state-of-the-art DPS Stations 30 and 31. Both projects remain on budget and on schedule, with Station 30 going vertical in the coming weeks.

Finally, thank you for continuing to conserve water during these extremely hot and dry conditions.

The City remains in Stage 1 conservation, which allows watering twice per week. However, water use continues to approach the threshold for Stage 2, which would reduce watering to once per week.

By following your watering days and conserving water, we can help protect our water supply and hopefully remain in Stage 1.
