PUBLIC NOTICE: RFQ – UPDATE TO ZONING ORDINANCE AND SUBDIVISION REGULATIONS

The City of Heath, Texas is soliciting proposals from qualified planning consultants or firms to assist in the comprehensive update of its Zoning Ordinance (Chapter 159) and Subdivision Regulations (Chapter 158) of the Heath Code of Ordinances.

Scope of Work Includes:

Review of existing ordinances
Stakeholder engagement and public input
Drafting updated zoning and subdivision regulations
Coordination with City staff and elected officials
Compliance with Texas Local Government Code Chapters 211 and 212

Proposal for Requirements:

Firm qualifications and experience
Project team and resumes
Proposed approach and timeline
Fee schedule and references

Evaluation Criteria:
Qualifications will be evaluated based on experience, approach, cost, timeline, and references.

Submission Instructions:
Responses are to be uploaded into the City of Heath procurement portal no later than 3:00 p.m. by Friday, January 30, 2026.

Issue Date: December 22, 2025
Questions Deadline: January 19, 2026, at 5:00 p.m.
Proposal Due Date: January 30, 2026
Completion: Approximately six to eight months after executed contract (Schedule TBD)
