Public Works is responsible for maintaining City infrastructure consisting of streets, street markings and signage, water and sanitary sewer systems, drainage systems, parks and City buildings.

While maintaining the existing infrastructure, these professionals are in a constant state of planning for future needs to assist City leaders in continuing to make Heath a premier residential community.

RIGHT OF WAY (ROW)

All contractors and subcontractors performing work within the City of Heath must be registered as a ROW Contractor with the city.

  • There is no fee to register.
  • Registration must be completed through the OpenGov Portal under the “Contractor Registration” section.
  • To register, you must upload:
    • A current (non-expired) driver’s license
    • A current (non-expired) Certificate of Insurance (COI)

To apply for permits, please follow these steps:

  1. Visit the City of Heath, TX – City of Heath, TX | Public Portal
  2. Scroll down to the Contractor Registration section.
  3. Click “Log In” or “Sign Up” in the top right corner of the page (if you do not already have an account).
  4. After creating your account and confirming your email, you may apply for permits under the “Building Dept” section.
    • Permits will be listed under your name, but you will have the option to designate the contractor and/or subcontractor for each application.

Please ensure the following documents are included with your application:

  • Utility Locate Form
  • Site Plan
  • Current Certificate of Insurance (COI)
  • Work may begin no earlier than 7:00 a.m. and should conclude or begin wrapping up by 3:00 p.m., Monday through Friday.
  • No work is permitted on weekends or federal holidays.
  • Digging or boring activities must cease by 12:00 p.m. on Fridays.

Lead Service Line Inventory

The City of Heath is committed to providing safe, clean drinking water to all residents. As part of our compliance with the EPA’s Lead and Copper Rule Revisions (LCRR), we have launched a public dashboard that offers transparency into our Lead Service Line Inventory and potential drinking water contaminants.

ADDITIONAL RESOURCES:

Although the City of Heath is not a direct customer of the North Texas Municipal Water District (NTMWD), we purchase our water from the City of Rockwall, which is. As a result, our water system is affected by NTMWD’s annual temporary change in disinfectant.

For one month each spring, NTMWD conducts routine maintenance by temporarily changing the disinfectant used in the water treatment process. This is a standard, annual procedure required to maintain the regional system and ensure high water quality throughout the year. During this period, some residents may notice a slight change in the taste or smell of their water. These changes are temporary and do not affect the safety or quality of your drinking water.
