CONSTRUCTION PROJECT UPDATES

Groundbreaking ceremonies are scheduled for the new Public Safety Stations. The ceremony for Station 30 is set for February 26 at 1 p.m., and Station 31 is scheduled for March 26 at 2 p.m. (weather permitting).
Station 30 will be located on Chris Cuny Boulevard adjacent to The Reserve. Station 31 will be located adjacent to the new Public Works Facility on FM 740 South. Both stations are funded through the 2023 Certificates of Obligation.
DPS Chief Brandon Seery provided an update on the construction of the new Department of Public Safety Stations 30 and 31 at the November 12, 2025, City Council meeting.
The facilities are funded by bonds issued in 2023. The original budget included just one station, but the City is now able to achieve two stations that will serve our community through its build out population. Costs savings include building the facilities on land currently owned by the City.
Station 30 will be located at 300 Chris Cuny Blvd. Station 31 will be located at 1284 FM 740, site of the City’s existing Public Works Facility and the new facility under construction.
Concept plans are complete, and the contractor, ACGM, is now working on site plans. The tentative completion for Station #31 is the end of 2026, and early 2027 for Station #30.
On May 27, 2025, the City Council engaged Grossman Design-Build to deliver the two new public safety buildings. This company was chosen through a Request for Proposals (RFP) process.
The new facilities are designed to support both current operations and future growth, incorporating modern, resilient, and energy-efficient design standards. Both stations are being located on City owned property.
Station 30 will be located at 300 Chris Cuny Blvd, Heath, Texas 75032. The new station will house Department of Public Safety (DPS) administration, professional staff, criminal investigations, property and evidence, the school resource officer unit, the emergency operations center, a training room, and DPS operational staff. This facility will also accommodate Brush Truck 30 and the future Ladder 30.
Station 31 will be located at 1284 FM 740, Heath, Texas 75032 and will house DPS operational staff and include Engine 31 and the reserve engine.
On June 24, 2025, the City Council approved an agreement with AGCM to serve as the Owner Representative throughout the design and construction of the two buildings. All costs associated with the design-build contract, owner representative services and construction of the buildings will be covered by the Certificates of Obligation (CO) issued in 2023.
This project is funded through a partnership between the City and Heath Municipal Benefits Corporation to issue $30 million in bonds for the constructions of two Department of Public Safety Stations, a Public Works facility and the renovation of Towne Center Park without impacting the tax rate.
The DPS stations will be located on city-owned land at Chris Cuny and Hawk Drive and on FM 740 south where the Public Works facility (current and future) is located. A bid for design and construction is expected to go to City Council for action in April 2025.
