DRAINAGE REPAIR PARTICIPATION PROGRAM

The City of Heath has created the program to assist in the cost of drainage repairs on privately-owned residential properties that meet the program’s criteria.

PARTICIPATION CRITERIA

ONE

When a request is received, the initial question is whether the drainage issue is contained in an easement owned by the City. If in no easement or a private easement, the City cannot participate in repairs. If the existing condition is per prior approved plans in a City easement, the City will make repairs as budget allows. If not in an easement, is the Owner willing to give an easement and make repairs to City standards so the City can maintain it in the future?

TWO

If contained in a City easement, the next question is whether the drainage facilities are as originally constructed or have they been modified with or without approval of the City. If there is documentation of the revisions and City approved, the City will make repairs as funds are available. If no previous approval by the City is documented, is the Owner willing to repair to City standards so the City can maintain in the future? If the Owner is not willing to make repairs, the City will reconstruct the drainage within the City easement in the most economical method available.

THREE

If health and safety issues are apparent, City staff will evaluate and if a determination is made that repairs are needed on private property outside a City easement, City Council will be consulted regarding concurrence and budget.

FOUR

For requests on private property or from Owners where the original construction has been modified without documentation of City approval, the maximum level of City participation will be based on the extent offsite public water is carried across the property of the requestor. The maximum participation by the City should be capped at $15,000 or 50% of the project whichever is smaller.
