A direct mail piece with a map of the project area and detours was mailed to all homes in January. If any additional road closures become necessary, residents will be notified via the City website, socials and TextMyGov notifications.
An overview map of the detour routes around the Hubbard Drive construction zone is provided below. A detail map showing the detour signage and routes for residents along and close to Hubbard Drive is also provided. Click on each map for a larger view.
The Final Phase of the Hubbard Drive Project began in early December 2025. Citizens will see crews at work to install water line crossings during the first two weeks of January. This work will not require a full road closure or detours, but Hubbard Drive traffic will be directed into a single lane at times. Please plan on brief delays.

City Council awarded a construction bid last night during a Specially Called meeting for the final phase of the Hubbard Drive improvement project. The bid came in under budget at $5.4 million, offering the potential of more than $2.16 million in savings on the project.
Construction on the final phase of Hubbard Drive should begin in December and is expected to be completed within 12 months. Extensive communication regarding detours will include direct mail to residents in the area and road signage in the coming weeks. The contractor for this project is Apple Pavement Services.
Construction bids for the fourth and final phase of Hubbard Drive will be opened on October 30 with Council taking action on the bids the week of November 3.
Construction is expected to begin this December and is estimated be completed within 12 months.
The fourth and final phase of the Hubbard Drive Improvement Project encompasses the reconstruction of the roadway from Michael Lane to Smirl/Bois d’Arc Road.
The project includes full pavement removal and replacement, installation of stormwater drainage systems, and utility coordination to ensure all conflicting lines are relocated.
The improvements aim to enhance traffic flow, safety, and long-term durability of the roadway while supporting the city’s broader infrastructure and development goals.
Plans for Phase 4 have been reviewed.
The project is anticipated to go out for construction bid this fall. Once a contractor is selected, estimated start and completion dates will be determined.

Phase 4 is the responsibility of the City portion entirely and must be competitively bid by State law.
Beginning November 27, Hubbard Drive from Scenic Place to Scenic drive will be closed to traffic for construction of Phase 2.

With Phase 1, including the bridge repair completed, weekly updates will pause until two weeks prior to Phase 2 of the Hubbard Drive project beginning this fall.
