MEETING THE DEMAND
City Council, City staff and a Council/Staff Water Bridge Plan Sub-committee continue to work diligently to implement the plan to expand the City’s water supply and infrastructure.
Progress continues on multiple fronts of the Water Bridge Plan.
The design phase for Water Wells #2–4 is underway, along with engineering plans for two additional storage tanks to enhance system capacity and reliability. Drilling operations for Water Well #1 are ongoing. The pilot hole drilling has been completed, with an approximate depth of 3,350 feet. During the process, a component of the drill broke at 2,910 feet causing a delay in completion as the part is retrieved and repaired.
Council approved a Professional Services Agreement for the design of Wells #2 through 4 at the October 28, 2025, City Council meeting.
Water Well #1 is under construction, with the drilling rig now onsite in Towne Center Park. This well will irrigate the renovated Towne Center Park as well as provide additional potable water for the City supply.
The design for the new 1.5 MG Elevated storage tank and 3 MG ground storage tank is currently underway. The two facilities and Water Well #1 should be operational in 2027.

City Council awarded the construction contract for Water Well #1 at Towne Center Park for just over $5.5 million at the September 9 meeting.
The first bid process for this project in July netted only one bid with a cost ranging between $8.6M and $9.2M depending on options within the bid. City Council rejected the sole bid and directed City Staff to rebid the project.
The recently completed bid process yielded five bids primarily due to the City granting a longer time frame for bidders to complete the project.
The drilling of the well is expected to be completed in February of 2026 with the well being fully operational in July of 2027. The well will irrigate the park and also provide additional potable water to the City’s overall water supply.
City Council approval the execution of professional service agreements for the design of a new 3-million-gallon ground storage tank, located at the Heath pump station, and a new 1.5-million-gallon elevated water tower at the August 26 City Council meeting.
The ground storage tank will be located at Heath pump station at 1485 TL Townsend Dr., Rockwall in Rockwall. The elevated water tower will be located in the Heath Golf & Yacht Club subdivision.
The new storage facilities will be online by 2027 and increase storage from the current 5 million gallons to 9.5 million gallons.

Ongoing lawsuits and appeals related to the North Texas Water Municipal District dismissed. This achieved an immediate increase in water from 6 million-gallons-per-day to 6.5 million-gallons-per-day from the City of Rockwall. The daily amount will move to 7 million gallons in July 2026 if the first increase proves to be sustainable with the opportunity to increase to 9 million-gallons-per-day by 2032 through current providers.
Additional supply sources include the new wells and other potential providers.
A new, final water contract with City of Rockwall is in development.
