Utility Services is responsible for accurate and timely billing of the City’s utility bills.  In addition to accepting payments, one of our Customer Service Representatives can handle questions about your bill or requests for service initiation or disconnections.

NOTICE: AUTOMATIC CARD DRAFT CUSTOMER’S

As the City transitions to a new utility billing system, customers on automatic credit card draft on the previous legacy system, will need to set up a new account.

If you have not been able to set up your account due to the missing PIN number on the January bill, any late fees related to this transition will be waived, and no affected customers will have service disconnected. The required PIN is included on February bills sent by email 02/16/26. Mailed bills arriving in the week of 02/16/26 will also include the PIN number. Customer service representatives will continue to work with affected customers and are returning calls as quickly as possible. Thank you for your patience as the City works through this transition. We sincerely apologize for any inconvenience or concern this has caused you.

BILLING

WATER AND SEWER RATE INCREASE EXPLAINED

The FY 2026 Budget and Plan of Municipal Services became effective October 1, 2025. Water and sewer rates increased 25% in the new budget.

The rate increase is primarily due to rising costs from the North Texas Municipal Water District and funding the Water Bridge Plan, which will increase the City of Heath’s water supply and storage capabilities.

This example is based on water consumption of 17,000 gallons and sewer consumption of 7,000 gallons.

SEWER WINTER AVERAGING BILLING EXPLANATION

Existing Residential Customers

The City uses a winter averaging method for sewer bills to provide existing residential customers the most equitable fee on sewer costs throughout the year. This method takes the amount of water used during the months of November, December, January and February to calculate an average consumption.  The single month with the highest water usage is removed from the calculation, and the average of the remaining three months is used as a basis for billing sewer charges for the following 12-month period.

Example: The water consumption (in thousands of gallons) for the months of November, December, January and February are 6, 10, 5, and 4.  After the high volume of 10 is removed, the winter average is 5.

(Winter Average X Sewer Volume Rate) + Sewer Base Fee = Monthly Charge or 5 X $7.41 + $63.70 = $103.25 monthly charge for the next 12 months.

New Residential Customers

New utility customers without an established winter average will be charged the base rate plus the system average times the volume rate. The new resident fee for FY 2025 is $115.57. Once a customer has established a winter average, their bill will be based on their consumption not the system average.

Example: The system average water consumption (in thousands of gallons) is 7.

(System Average X Sewer Volume Rate) + Sewer Base Fee = Monthly Charge or 7 X $7.41 + $63.70 = $115.57 monthly until a winter average has been established.

UTILITY DISCLOSURE (H.B. 872)

In an effort to protect sensitive customer information from predatory practices, the legislature passed H.B. 872 that applies to information held by the City relating to water, wastewater, sewer, gas, garbage, electricity, or drainage service. Effective immediately, the City cannot disclose information relating to customer accounts including address, usage, disconnections, etc. You may request the City to release this information in response to a public information request by completing the form below.

UTILITY DEPOSITS & SERVICE PROVIDERS

Utility Service Deposit Requirements

City of Heath ordinances require new customers to pay a utility services deposit when applying for utility services. Existing customers who are reactivating discontinued utility services will also be required to pay a deposit.

A deposit will be required for each service address and may be paid over a two-month period at the customer’s request.

When reactivating discontinued service, the City may require an additional deposit to bring the customer’s deposit current with the required amount if the initial deposit was applied to offset the delinquent bill.

The deposit may be refunded if the customer’s account is determined to be current and in good standing at the end of the initial 12-month period of service. The account shall be considered in good standing if during the 12-month period there were no disconnects, no NSF checks, and no more than one late penalty.
