UPDATES
As a premier outdoor lifestyle community, enhancing the parks and trail system is a top priority in the City of Heath.
This includes expanding the trail network to provide safe, enjoyable bike and pedestrian connections throughout the City. To ensure connectivity, City Council adopted an updated Master Trail Plan in October 2025 (pdf).
This project received Rockwall County Commissioners Court approval in January 2026 under a $2 million interlocal agreement. Terry Lane is now being rehabilitated using reinforced concrete panels, providing the most durable repair available. All roadway sections requiring this treatment have been identified. Roadway edges will be rebuilt and leveled. Construction will occur one side at a time, allowing traffic to continue ingress and egress throughout the project.
The Terry Lane trail component is an active project currently being pursued with the engineering department surveying for the acquisition of easements to complete a continuous trail connection along the roadway. Right of Entry forms for surveying have been sent to residents who will be impacted.

The fourth and final phase of the Hubbard Drive Improvement Project encompasses reconstruction of Hubbard Drive from Michael Lane to Smirl/Bois d’Arc Road. This includes full pavement removal; replacement with concrete paving, gutters and curbs; installation of stormwater drainage systems, completion of the trail, and utility coordination to ensure all conflicting lines are relocated.
The City continues to pursue an easement from the City of Dallas for the first portion of the Hubbard trail segment and is engaging a consulting engineer to prepare documents to seek an easement for the other portion of the trail. The easements will be necessary for the trails to be built.

Additional nature trails are planned to connect from Chris Cuny into the property owned by the Heath Economic Development Corporation at 305 Laurence where a temporary dog recreation area will be constructed by the spring of 2026.
