A Fire Flow Capital Improvement Plan to solve deficient water lines and fire hydrants in numerous areas of the City was accelerated in June 2024 from a 10-year timeline to a 5-year completion timeline without a tax impact to citizens.
The identified projects are located within service areas that were purchased by the City of Heath and did not have adequate fire flow protection when purchased. Upgrades will ensure a minimum 1500 Gallons Per Minute (GPM) fire flow.
Eleven projects listed below were compressed into the 5-Year plan. The design for Darr Estates was completed in the fall of 2024 with construction in winter 2025.

Additional phases of the City of Heath Fire Flow program are underway, with survey work being performed this month along Moraine Way, Twin View Road and Halford Drive. Download a pdf map showing the survey areas.
This is the result of City Council’s approval on April14 to accelerate progress on the City’s Fire Flow Improvement Program by approving an engineering design contract with Freeman-Millican, Inc. for water line and fire hydrant upgrades.
The contract amount will not exceed $559,685 and is funded through savings from the Candlelight Fire Flow Improvement project.
The remaining projects in the program include Twin View Road, Sunny Estates & Halford, The Moraine, Myers Road, the K&K Subdivision, the Las Lomas Loop, Hilltop Estates, Kyser Springs Road, Dwyer Court, and Serenity Lane. Download a pdf map showing all program locations.
Each project will go out for competitive construction bids.
